Public discussion of the draft Guidelines for application under the procedure through the selection of project proposals BG05SFPR001-1.008 "Complex programs at the municipal level for school desegregation, prevention of secondary segregation and against discrimination (through selection)"
Управляващият орган на Програма "Образование" 2021-2027 г. (УО на ПО), съгласно изискванията на чл. 26, ал. 4 от Закона за управление на средствата от Европейските фондове при споделено управление, публикува за обществено обсъждане проект на Насоки за кандидатстване по процедура чрез подбор на проектни предложения BG05SFPR001-1.008 "Комплексни програми на общинско ниво за десегрегация на училищата, превенция на вторичната сегрегация и против дискриминацията (чрез подбор) " по Приоритет 1 "Приобщаващо образование и образователна интеграция" на ПО. Целта на процедурата е насърчаване процеса на образователна десегрегация и превенция за недопускане на вторична сегрегация.
Проектът на документите е публикуван на следния адрес: https://sf.mon.bg/?go=news и в раздел "Процедури/Процедури в процес на обществено обсъждане": https://sf.mon.bg/?go=page&pageId=362 на интернет страницата на Изпълнителна агенция "Програма за образование", в ИСУН на следния адрес: https://eumis2020.government.bg/bg/s/Procedure/PublicDiscussion и на Единния информационен портал за обща информация за изпълнението и управлението на средствата от ЕС: www.eufunds.bg.
Допустими кандидати и партньори по цитираната процедура са общини, държавни, общински и частни училища, юридически лица с нестопанска цел с доказан опит и експертиза в сферата на образованието и/или работа с уязвими групи, Регионални управления на образованието (РУО). Процедурата за предоставяне на безвъзмездна финансова помощ е на обща стойност 28 624 214 лева (финансиране от ЕСФ+ и националния бюджет).
Писмени възражения и предложения по проекта на Насоки за кандидатстване могат да бъдат предоставени от заинтересованите страни на следния електронен адрес: infosf@mon.bg, както и в ИСУН, в срок 13.03.2025 г. включително.
Проектът на Насоки за кандидатстване е разработен в съответствие с одобрените от Комитета за наблюдение (КН) на ПО Методология и критерии за подбор на операция "Комплексни програми на общинско ниво за десегрегация на училищата, превенция на вторичната сегрегация и против дискриминацията (чрез подбор)".
Предложенията и възраженията не могат да се отнасят до параметри на процедурата, които са част от одобрените от КН на ПО Методология и критерии за подбор на операцията, публикувани на следния адрес: https://sf.mon.bg/?go=committee&p=records (Окончателни документи от Четвърто заседание на КН на ПО – 26-27.11.2024 г., архивиран файл Окончателен пакет документи, одобрени от КН на ПО).

The Managing Authority of the "Education" Program 2021-2027 (MA of EP), in accordance with the requirements of Art. 26, Para. 4 of the Act on the Management of Resources from the European Funds under Shared Management, has published for public discussion a draft of the Application Guidelines for a procedure through selection of project proposals BG05SFPR001-1.008 "Comprehensive municipal-level programs for school desegregation, prevention of secondary segregation, and anti-discrimination (through selection)" under Priority 1 "Inclusive Education and Educational Integration" of the EP. The objective of the procedure is to promote the process of educational desegregation and prevention of secondary segregation.
The draft documents are published at the following address: https://sf.mon.bg/?go=news and in the section "Procedures/Procedures in process of public discussion": https://sf.mon.bg/?go=page&pageId=362 on the website of the Executive Agency "Education Program", in ISUN at the following address: https://eumis2020.government.bg/bg/s/Procedure/PublicDiscussion and on the Single Information Portal for general information on the implementation and management of EU funds: www.eufunds.bg.
Eligible applicants and partners under the cited procedure are municipalities, state, municipal, and private schools, non-profit legal entities with proven experience and expertise in the field of education and/or working with vulnerable groups, Regional Managements of Education (RME). The procedure for granting non-reimbursable financial assistance has a total value of 28,624,214 BGN (funded by ESF+ and the national budget).
Written objections and suggestions regarding the draft Application Guidelines can be submitted by interested parties to the following email address: infosf@mon.bg, as well as in ISUN, by 13.03.2025 inclusive.
The draft Application Guidelines have been developed in accordance with the Methodology and criteria for selection of the "Comprehensive municipal-level programs for school desegregation, prevention of secondary segregation, and anti-discrimination (through selection)" operation, approved by the Monitoring Committee (MC) of the EP.
